Public Policy
The philosophy of African University of Science and Technology (AUST) is based on the application of education and knowledge for self-reliance and emancipation. The pedagogy emphasizes critical thinking analysis, synthesis and problem solving and multi-disciplinary studies towards solving Africa’s problems using Science and Technology. The department of Management Sciences is derived from this global philosophy of AUST, on the understanding that without proper management, science and engineering cannot function optimally. In addition, the philosophy is anchored on a multidisciplinary approach to ensuring that senior management (including scientists and engineers) in government and private sector are provided with humanities, management and policy making skills required to develop and implement efficient administration of large and complex organizations that will drive a new era of Africa’s renaissance and infrastructure for Energy, Transportation, Healthcare, Education, Manufacturing, Science and Technology, ICT, Communication, Agriculture, Minerals, Housing and Environment.
Following the above, the postgraduate studies in Public Policy Analysis is designed to give students with diverse backgrounds, including scientists and engineers with the knowledge and skills required to effectively develop and implement policies and manage and administer large scale organizations in a globalized economy continuously driven by technology. The programmes therefore take into consideration the technology driven economy of today.
The programs, Master of Public Policy (MPP) and MSc Public Policy are designed to broaden and deepen the intellectual exposure of the student in core Public Policy so as to develop their capability to analyze and apply the skills and knowledge in solving public policy related problems in Africa. Ability to develop critical thinking and theoretical analysis for real life problems are encouraged. More emphasis is placed on the role of research in policy formulation and implementation.
The aim of the program in Public Policy Analysis is to establish a center of excellence in Public Policy where students can acquire state of the art knowledge and skills in Public Policy for managing large scale public and private organisations.
The MSc programme in Public Policy is designed to have 41 credit units made up of: ten core courses, three electives and a Thesis. The MPP program which is a professional program is designed to have 36 credits and a Project. The courses are: Public Policy Analysis; Public Organization Management Policy; Pubic Enterprises Budget and Finance Policy; Comparative Public Policy Analysis; Economic Development Policy Analysis; Regulatory Policy and Administrative Law; ICT in Public Policy Analysis; Science, Technology and Innovation Policy; Research Methods and Communication; Public Policy Seminar; Foreign Policy; Petroleum and Energy Policy; Education Policy; Agriculture and Food Security Policy; Health Policy; Manufacturing and SME Policy; Security Policy; Infrastructure Policy; Gender and Development Policy.
Admission requirements for the MSc and MPP program include a Bachelor’s degree in relevant field with a second class upper (minimum CGPA of 3.0 on a 4 point scale and 3.5 on a 5 point scale). The candidate must obtain a minimum CGPA of 3.0 to graduate from the program. Program duration is 18 months for MSc and 12 months for MPP. The program is very intensive and only well-motivated and prepared students are encouraged to apply. The courses are taught during weekend for 36 to 40 hours, including lectures and problem solving sessions. Details of the course outline are in the handbook. The Problem Based Learning (PBL) and Outcome Based Education (OBE) approaches are used in teaching.
